Hi Justin,

The verssion is 0.12.1
 psi-0.12.1-win-setup.exe is the instalation file that i downloaded on  22 July 2009

The screen shot is showing step by step the language problem that I described before.

It's hard to say what is wrong.  Try the IP then, if that's your theory. :)

Usually you do not have to use that manual host/port setting.  Simply set your 
Jabber ID and password, and you're done.
