Hallo,
this thing isn't something that is (or should be) a feature of the
client - it's a feature of the server you're using.
Psi supports XEP-0016: Privacy Lists
(http://xmpp.org/extensions/xep-0016.html) and if your server supports
this XEP, you'll have ignore lists and much more.
You can find it in Psi: Roster right mouse click on your account ->
Modify Account -> Privacy -> Advanced.
If this window is greyed out, your server doesn't support it.
