[Psi-lang] Translating Help

  Hi everyone :)

I'm enjoying my new Psi 0.1! :)

There's a big localization conference coming up in Hanoi, so I'm  
trying to get some information together on the projects which have  
been translated.

Akito, when I go to my Help pages [1] in Vietnamese on your site,  
they don't display correctly. I did specify:

<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />

so I don't understand why the characters are all munged. Is there  
something you need to set locally? They look OK on my site [2],  
although I don't have the graphics.

I notice we have an entirely new Psi Help [3], so my pages aren't  
really current anymore. The Translation Guidelines don't say anything  
about translating the User Guide, or any other docs. on the wiki. Do  
we have any guidelines, or do we just create translated pages? Do we  
have any rule on naming translated pages? (For example, use the title  
of the original page but append your language code: UserGuideVi.)

I've done a fair bit of wiki translation recently, and it seems to  
work best if we have a translation bar across the top, or down one  
side of the original page. That way, people who don't speak English  
can quickly and easily see that their language is available. What do  
you guys think?
